putin is doing exactly what led to the demise of the USSR ......trying to compete with the west militarily when russia simply doesn't have the capacity
and now , it can't export weapons because it needs them all hersef , the Ukrainians have latched onto the idea of reducing oil refining capacity to reduce refined product exports ,(hell , they are BUYING from Kazakhstan even with increased war demand for fuel) and the gas sales are mostly gone and oil lower margin due to sanctions .
