PWC isn't obliged to sign off on anything. Consultants are brought into companies all the time for a number of reasons. Unless ASX/ASIC asked GSW to engage a consultant, and then the consultants were required to report findings to ASX/ASIC, then GSW can do what they like. They aren't auditing financials, they are in their to opine on past, current, and future process'.
