Presumably, a JV to build from Erdenet to Ovoort in one project would speed up the rail delivery from Ovoort by some considerable time.
And allow more (all?) output to be sold at higher international prices (although with higher transport costs than selling to the Chinese).
And a big experienced partner in te 'giant' RZD.
