Re details yes would have been nice.....

But in the interests of both parties I can understand why such an arrangement is in place. As the project progresses positively then both parties gain.

More detail now would have been at the expense of PLV, with an increase possibility to Japan including a sharing of risk.

All looks good to me, I can wait.
