SIs are investors who have signed a form with a broker that asserts the investor has a certain amount of spare cash they can apply to one-off situations presented to them, often with basic information, from that particular broker.

The SI is also claiming they are not a novice and fully understand how the market works and the risks involved.

Consequently to reach SIs a quoted company needs to go through a broker who will have a spreadsheet showing their risk profile, amount of available cash likes and dislikes etc... of all the SIs that broker has signed up.

The fact that an SI is also a top20 holder in any specific company would just be a coinicidence.
