IMO, the EPC means exploration for coal, which is the right to do the necessary drilling to compose the required data for a JORC. Once the JORC is completed then Mantle can apply for a mining license.

Hence the wording "does not include mining for or commercial exploitation of coal seam gas or coal." I think you will find it is standard wording under exploration agreements, and is Mantles current position at BM.

The thing is this is a APPLICATION to REGISTER an AREA agreement for ILUA. Which is great cause we now know where the goal post are.
