From the wording (often slippery) of the announcement is states "finalising" the mining management plan rather than starting. It seems incorporating the recommendations of the NTEPA is what is needed for that final step. PB's excitement at completing this step is once again another example of how he gets ahead of himself but hey ho... we are used to that.
