Yes, even if not all the points, certainly some of them could have been preempted. I also note that none of the points are even bespoke, they are BAU. Finally, the 20 points aren’t all that would be covered in the plan, so even if TNG didn’t know the points prior, there’s other aspects of the plan that could have been developed and then tweaked as more information is brought in.
