It would seem to be an oversight, yes. It may not be materially significant because the mine will continue to stockpile coal and they may be planning increased railings to cover this when the line re-opens, but in that case you would expect they would announce exactly that.
I agree that judging on past form it is very odd that they haven't mentioned it. I would suggest you call the company and ask them. My feeling is that it is probably a borderline case and as such, COK could argue they are not in breach of their disclosure obligations, but given COK's generally good disclosure on issues relating to the mine I must admit I am surprised.
Edited to add: also keep in mind they should be able to declare Force Majeure so there would be no penalty for not meeting the railings on time. If they are planning increased railings to make up the lost six weeks the impact on them financially may actually be quite minimal. Again, this is a reason to call the company and inquire.
