I can't see any development soon I'm afraid. Firstly, that Treaty with TL needs to be ratified by both country's parliaments. Secondly, CVN needs to get a PSC agreed with TL. Thirdly, is the sovereign risk factor from intervention by Indonesia seeking a redrawing of their median line boundary with Australia to reflect the TL/Australia agreement. That then creates a further risk of dispute between Indonesia and TL over where the Western and Eastern boundaries should really lie. Buffalo may well end up in Indonesia's jurisdiction and they may have their own agenda. Not saying these matters will come to pass but the risk is there and that will, in my view, delay development particularly if Indonesia starts to make noises in respect thereof.
I do sincerely hope that I am wrong as regards the third issue but there is now a sovereign risk to burden any development thoughts!
