PSC may well be in draft form until ratification. Would be a good idea to get the process up and running.

I don't see how the Indonesians could have made any representations prior to the announcement of the agreement and its subsequent ratification. They weren't invited to the discussions between Australia and Timor Leste and thus, it is only when the agreement becomes enshrined in Australian Law that the Indonesians would have an argument against their earlier agreement. Still, it may never happen and I hope it is just a case of me overthinking. My point however is valid ie: there is now a sovereign risk which did not exist prior to the agreement. Cheers.
