You clearly don't understand the timeframes these things take to develop, it's going to be a 3-5 year process to get this developed just to phase 1. Cuba has a crisis right now and obviously Melbana won't be able to meet the needs on the spot. Your argument is flawed and clearly you love stirring people up.
