Let me clarify. I consider the Alcoa deal for 2 USA plants ready for signing meaning it has been agreed in broad terms and both sides have no reason to delay it on any minor matter.
The Global partnership agreement is an Alcoa initiative over and above the 2 Alcoa plants. What I am saing is that Alcoa wants to get in first. It is in their very strong interest to do so. These are the driving forces. I know that one European prospopect has been told that they cannot be attended to for five years. This is the reality of the situation. There are a lot of plants out there. There a alot of 100k tons of materials in storage waiting to be prpocessed. I have photograped one European one myself while there a few months ago.
IMO more attention needs to be paid to the interests of the parties who will be doing the deals rather than the fears expressed by the uninformed potential investors.
