Regrettably there is a massive deficit that needs to be reduced ..... in simple terms the Federal credit card has max'd out and we all have to make a contribution to pay it off .... this means cutting back on spending .... the consequence of squandering in the past. However in this case the grant remains on the table and it is the responsibility of PTR to raise the remaining $5M.
Now did I mention something about wasting money and squandering in the past?
