Probably not for laughs, no. Makes sense to station the bulk of your military on your border where hostilities are highest though.
Ultimately, for anyone paying attention, whether war breaks out or not will depend primarily on US actions.
I generally subscribe to the notion that the key drivers are a desire to sell weapons to as many countries as possible, while cultivating public support to sanction as many non-compliant oil producing countries as possible in order to protect the reserve status of the USD. Neither of those things requires war these days.
