I think NDRC was the hard bit (not everything can be approved easily by NDRC).
eg. Guangdong Rising Asset Management's takeover of CCD (a coal company) still hasn't got approval.
Another eg. is a Chinese company's takeover of GM's Hummer unit. Also never got NDRC approval.
Two depts to go. Most likely easy.
I read somewhere EXE is beginning drilling in its permits in May (regardless of CNOOC).
