Won't happen, Peter is absolutely dreaming if he thinks he can get 100% funding. That means all the existing works and long lead items ordered and paid for by ton will need to be funded with debt, and monies returned to ton. Yer right.
Funders will ask for equity from shareholders, you wait and see. Things always change when it comes to companies, they say one thing and do something else
