Corona virus is for sure considerably dragging ton's financing. Firstly it is big distraction for people like minister of finance, president of bank, director of NDRC, president of Jinan, so on. Secondly delayed restoring work slowed down the process. Lastly, impaired economy would need more scrutinized review of any oversea investment. My original prediction was 3 months after CNY, say sometime in May. Now I have to adjust it another 3 more months to August/September. How much cash is there? Is it enough to sustain until then?
