If Peter is still targeting April for commencing construction one imagines that by late February financing will need to be finalised.
MCC will presumably need atleast a months notice to deploy initial ground works team for an April start?
There may be an advantage to early market movers but the fundamentals of the project will be analyzed very carefully by institutional investment...If it doesn't stack up it won't matter if they secure financing first.
