If there is a global pandemic then quarantine and travel restrictions from then on would have no effect. So mass quarantine and travel restrictions would end and business would get back to "normal". Sure some people would get covid19 resulting in some deaths but that would just be a background risk for business.
At the moment quarantine and travel restrictions are effective in slowing the spread and buying time before a vaccination is developed. Unquestionably this current state is impinging upon TON's ability to secure finance either because meetings can't be organised or liquidity is tight.
