According to analyst reports yes..China are importing from Madagascar.
If you read a recent post by bullrush90 it has an interview article with Peter Cantabury who also mentions the status of Chinese imports of expandable graphite, if reports are correct the expandable graphite supply inside of China is dire with supply problems expected only to increase.
