One of the major strengths here is that Varun appears to be giving Torian uprecedented access with a fast track to licences and powerful contacts. Apparently it is very difficult / time consuming to go from interested party to license holder in Madagascar.
Having the contacts in place and no problems on this front leaves Torian to concentrate on identifying and extracting the resource. Hence the 12 month turnaround from ink on paper to stockpiling.
