Some of your views are true. But Mr Market does change its mind on a dime. I am very confident we will win some large projects. Particularly the US Navy LAW tender. This will keep Austal US busy for a decade. There is too many employees in Alabama they need to keep in work for their economy plus the US Navy will be a big component in dealing with China in the South China Sea. Another project I think Austal will do well in the tender is the patrol boats ("Cutters"). These don't have to be steel boats as they are not used for combat (or used for combat at a lower threat level). Dealing with drug, people smugglers vs dealing with China, Russia in a war. This will come good but may take one year or two. Meanwhile take the dividend and put in your back pocket.
On the otherhand you could invest in a speculative biotech or fintech that could do well for 6 months and then lose pretty much the lot. Because the value is entirely on future income which may never happen. At least with Austal you know almost $1 dollar of the SP is held in cash and it holds shipyards. So any medium to large contract takes the SP over $3.
