I think this whole Sino pay back/hates japan is taken too far - actually I think its rubbish.

Sino want to mine Weld Range because they invested a huge amount in it and want a return. They want part of infrastructure because it lowers their own costs.

China wants in because of security of supply and the ability to source its IO from various players, so they can have some say in IO price. There own domestic supply which i think is half of their requirement is very low grade and very expensive.
