I do excuse your ignorance, and admire you for realising it, but if one looks at the register there is no-one with significant holdings to act as you suggest. In fact PRR does not have a single substantial shareholder(5%). These sales can be made between two brokers acting in tandem. One buys other sells, then reverse it. It's the same 300k shares being moved. It has been known that brokers sitting across a desk from one another can act in this manner.
