1. Export NdPr feedstock to Saudi Arabia.

2. Jointly build or supply processing or magnet plants funded by Saudi capital.

3. Backdoor entry into the Middle East’s growing role in critical minerals.

Saudi Arabia wants to diversify from oil. It has capital, policy support, and a clear critical minerals strategy. Arafura has the feedstock they need.

Likely Playbook:

1. MP handles U.S. downstream + policy relationships

2. Ma’aden builds Saudi industrial base

3. Arafura supplies NdPr oxide, possibly with funding or equity from Ma’aden

4. Hancock aligns the pieces, potentially pushing for a broader JV or even a tripartite partnership
