just so we are clear - the RFP for engineering & manufacturing will result in the successful party being awarded an EMD contract, which engages hopefully MST to work with various military departments throughout the design, testing and tweaking stages of developing the MPM - a lot of testing essentially, and getting custom-fit info for identified end-users throught 2012-2013
within the EMD is the obligation to work with the Marine Corps for defining the final contract that needs to be awarded late in 2013, and sometime towards the end of the EMD contract, for the acquisition of the MPMs in bulk - namely, a manufacturing contract under the joint acquisition programs of record - this is a seperate manufacturing contract awarded after the EMD contract
the EMD contract will provide design, testing and development revenue, but the latter contract to be awarded under the joint acquisition programs of record will be where the big revenue is, as this contract will be the one calling for full scale production of the 312+ MPMs, stating design differences for identified end users of the MPM
nonetheless, we need to lock-in the EMD first - success under that contract will ensure we are awarded the full scale manufacturing contract for Marine acquisition of the MPM for deployment
