May I suggest before you go off on a tangent and confuse yourself...and everyone else, that you not miss the wood for the trees here?

Such "valuations" on assets for JV purposes are never what they appear...in this case you might find the permitting and anciliary approvals from the Chinese may well never had gone ahead without such an arangement.

Such numbers should never be used as some kind of measure of inherent value.

You might want to do a quick scan of Paladins $4b market cap in relation to what they initially paid for their key uranum assets...lol.
