    The company generally has a knack for raising capital at its highs (its buyback has been below the last cap raise level). Buys back because *debt levels* are too conservative. "Declining cashflows" was a function of a booming year before & will likely start increasing again, as will dividend, especially as US activity remains robust ...

    Putting some figures against your concerns might help to make your point, but simply saying "debt levels" is meaningless without context.
