imo the tipping point was passed long ago. once criminals take over supply from licensed importers, they've lost control and caused criminality.
I'm sure they must realise they've gone too far, unless they're so ideologically blinded to reality.
the demand for cheaper tobacco, avoidance of legal supply, shows the need to assist police by reducing the demand for illegal product. they must reduce these over-egged taxes. taxes aren't the way of managing tobacco or any addictive, health-destroying drugs. just as keeping other drugs illegal has never worked.
there is no effective deterrence for use of any drug. so you'r spot on zip. the tax is merely a funding source.
