Like many, I don't like Joyce, and regard his intrusions into areas not relevant to aviation as rants to ignore.
But his salary in 2018-19 from memory was $9.9 million - outrageous and hugely overpaid, but not what the OP claims - while in 2019-20 it'll be less due to the pay cut he took.
He remains excessively remunerated (as are many CEOs and managers in the private and public sectors in Australia) and QF may be financially in a fair bit of difficulty given how some of its aircraft are either temporarily (excess B738s) not worth much or (as for the A380s) worth nothing. However, he never received '$23m' in salary.
