It's 'high' because it's in the top 1/3 of the flagpole (the run up which started Mar 8). High pennants tend to indicate a level of consolidation or base from which to make a further move north.
'Fat' is my own terminology so don't google it. I mean the pennant has been wide, ie. lots of volume interest in it. If that level of volume hasn't caused a pull back after the pennant, it's a good sign.
