But the other point is if they raise capital by issuing scrip then just because the market cap ends up ten times the current one the share price will not be ten times the current one.

Bill B obviously has got an absolutely cracking track record and he is still only in his mid-forties. He is already a very wealthy bloke - >$50m - and is probably going through a mid-career reckoning. He could have cruised along with Northern Star, he could have chosen the life of leisure, or he could go looking for a twiggy opportunity. It seems he has chosen the last one, owning a third of Venturex, and taking a hands-on role and getting a deep pocketed backer on board.

I read an article in the Fin Review from late February that said that BB to Northern Star is what Twiggy Forrest is to Fortescue but Twiggy owns about a third of Fortescue whilst BB only owned a relatively small bit of NST. I suspect BB wants Venturex to be his Fortescue. Either his success at NST has gone to his head or NST was just the warm-up act. I suppose we will find out in the next couple of years.
