I believe that there is still some formal ratification required by congress before a formal announcement. I presume that Salazar is scoring some political points ahead of time but in the belief (or knowledge) that the expanded program will pass. However, it would be nice to get some short term strength in the share price but EOS management curiously don't appear too fussed.
