I would imagine its the brokers buying on their own account before they put out buy recommendations later on for PHY and ENE.
There was a great deal of concern in the renwables industry before this report came out because the Parer Committee's review of the energy sector had suggested that the MRET scheme be abandoned.
There is a huge sigh of relief in the industry now and the banks will be lining up to provide finance for various projects.
As I understand it Portland is fully permitted - there should be few holdups now.
