DrDann - Quantitative easing is alive and well. Sure the US has tapered off its quantity easing programme, but the European Central Bank's quantitative easing program begun early this year - monthly purchases of debt will rise from around €13 billion to €60 billion until at least September 2016. It's not stopped.

Having said that, although I personally believe the probability of the metals prices being higher than now in 3 years' time is high, I would like Brendan to have a solid plan ready for a low-metal-price scenario - especially when the aim now is to acquire financing to start production I think that kind of planning should be his first priority.
