You need to read the whole CNN article. The original figures were known outcomes. The revised figures were to reflect the fact that there were alot of Schrodinger's cats (please excuse the lack of tact, I fully appreciate that we're talking about people but I think this is the best analogy). If we consider like for like, our 7/12 definite discharges are still a significant upgrade on the original figures.
