Having worked as a lawyer in government, i can tell you that the views and attitudes of any administration and its political appointees put in charge of its agencies inexorably creep into the decisions and attitudes of an agency's rank and file bureaucrats.
So with all of the beastly and heartless things that have gone on in the US over the last 4 years (and particularly the last 7 months), would anyone be surprised to learn that the FDA was not really moved or that greatly exercised over the suffering and death of a few children...?
Hell, they don't even care about their Secret Service agents. Trained and sworn to take a bullet...and they get forced to risk Corona for a photo op. Madness.
