DSMB will inform NIH (sponsor) will make the call, but will consult with Mesoblast (collaborator)
As long as they end up with data for 200+ patients (i.e. 45% + currently enrolled patients), then they can stop the trial earlier.
Otherwise, wait for the 3rd interim analysis.
