Yes but that's the Royal Commission the industry resisted with screams and denials.
The banks resisted and bellowed.
UNTIL they had so much difficulty getting interbank loans internationally because of their self-created reputational damage, that they HAD to go back and ask for a RC, after all. For their continued survival.
So we got RC-LITE.
These are the same people who have serious power in the market. They're market-movers.
