Actually, that thought about workload did come to my cynical mind. They officially met their deadline on a critical decision (and performance metric) by issuing a CRL instead of postponing. Maybe postponing due to workload, maybe needing time to work out post approval study demands, maybe wanting to wait and see covid results, who knows? But until now I have kept quiet on this point since we already have so many conspiracy theories floating around. Also, I can tell you that I worked with a lot of scientists in my many years in the federal government, and they were a very intelligent, hard working, dedicated group of individuals.
Actually, that thought about workload did come to my cynical...
