the "parity" mostly does not exist (from an arbitrage perspective: they are still both correlated on fundamentals) because the two markets operate in different time zones, risk premium on exchange rate risk, risk premium on correlations with respective exchanges and the different timezones of the two exchanges, and very small but premium for fees on holding ADRs, to name a few.
