How about this simple explanation.
ARDS was not worthwhile pursuing aggressively at the time.
There are potentially hundreds of medical conditions that could be treated with MSC's but MSB can only focus on so many specific treatments to pursue at one time and they need to be critical issues or meaningful and also need be financially worthwhile pursuing.
Now there is a worldwide epidemic with ARDS as the primary killer, now it becomes a worthwhile "critical issue" to pursue.
