    The shorters "borrow" shares from some insto holders, for which they pay a fee plus interest.

    The shorters "sell" the shares on open market in the hope the value go down. Therefore there are more shares floating on the market than the number of issued shares.

    The shorters have a liability to eventually purchase the borrowed shares on the market and return them to the insto holders.

    Shorters read the tea leaves the same as longs, but come to a different conclusions. Do they have inside knowledge? Probably not, but rumours abound in that community. They take a punt just like the rest of us.
