Yes that part is the other important bit, but (and correct me if I am wrong here) the important part is that it is not sufficient to demonstrate the product's MECHANISM of action... which makes it hard to determine the efficacy of individual batches of product. Ie... quality assurance of each produced batch of cells. So their conclusion is that the quality measures may not be adequate and need revision so that when they go to market each product being sold has been effectively tested (as per my post).
Happy to be corrected here if I am wrong, I am a scientist but not a doctor or human biologist.
