No that does not mean remestemcel-L doesn't work. What it's saying is that even if there is some evidence that more people recover, they will still want to understand the theory behind it before giving it their approval.
Obviously if the trial results were overwhelmingly good, I think they'd just use it first and find out how exactly it works later. But given the results aren't overwhelmingly so, they'll want to have a solid theory about how remestemcel-L is meant to treat this particular condition first.
