It could have simply been that negotiations between MSB and MNK were (in their view) close to being finalised so (again in their view) that was going to be more than enough ?
No, that can't explain it.
Because they had only a few weeks prior to that raising received the money from issuing stock to MNK, so MNK would barely have been able to conduct much due diligence at that stage.
