If you ask my opinion, the above clause has been deliberately and cunningly
worded to (a)not tell a deliberate untruth(heavy penalties !) and (b)give some vague
impression of progress being made on the issue to anyone who just quickly scans the paragraph & just focuses on the word agreement.
My own view is that the parties have merely reached agreement to appoint
their respective lawyers to talk on the issue-nothing more,nothing less.
Just my opinion.
