That Chairman's address sounded to me like he was admitting defeat, and he wants someone who knows what they're doing to run the projects. Rather than simply farming out the projects, it would be good to see him step down as Chair and let someone else have a go, preferably one who has relevant qualifications. Just about anyone who is succesfull in running mining companies could buy in now for a song and get enough shares to take the Chair. If we could get the right person, someone who has a clue about what they're doing in this industry, the dilution would be worth it in my opinion.
