I'm sure you're basing this off some other jurisdiction you've encountered but Quebec doesn't work like that at all.
In Quebec claims work based on, as a worst case scenario, paying an extra renewal fee if the minimum expenditure isn't met but they have a credit system that makes owning multiple projects very favourable. You can overflow credit from other claims you own nearby and past exploration expenditure above minimum amounts can be carried over into the next 6 claim renewal periods (i.e. 12 years). Expenditure even includes 'Technical assessment study, under the supervision of a qualified professional.' and 'Exploration and examination of rock outcrops and boulders' on early lifecycle claims.
